SB 81
(Hendrick/Vaughan): Requires all adjudicated juveniles to
undergo a literacy assessment to determine their reading
proficiency. Juveniles testing below an eighth grade reading
level will be required to participate in a reading
improvement program. Recipients of the Temporary Assistance
to Needy Families (TANF) Grant will also be required to
undergo a literacy assessment as a condition of
eligibility.
In addition, the bill
requires any person under the age of 18 must to pass the
eighth grade criterion-referenced reading test or other
equivalent exam approved by the State Department of
Education in order to acquire a drivers license. The act is
effective July 1, 1997. However, only people applying on or
after January 1, 1998 are subject to the drivers license
requirement.
